• Prevention of new infections in high risk groups and vulnerable population
• Universal access to antiretroviral therapy for people living with HIV who are eligible for treatment
• Strengthening the infrastructure system and human resources in prevention and treatment programs at the state.
• Establishing state wise strategic, planning, programme management, monitoring, and evaluation.
