To supervise the Technical Work of the Integrated Counseling & Testing Centre (ICTS’s) established by local State AIDS Control Society (JKSACS).
A State Reference Laboratory SRL (051) was established by (NACO) National AID Control Organization in 2005 in Jammu in the Department of Microbiology, Govt, Medical College, Jammu.

The man functions of the State Reference Laboratory SRL (051) are:

1. Trainings: Induction / Refresher trainings to be held annually (5-day training) for Lab. Technicians (LT’s) working in linked ICTC’s of Jammu Province. Hands–on-training is given to the lab. Technicians & a feed back is taken during the interaction, A Pre-test and a Post-test is conducted to assess the knowhow of the LT’s. Consumables required for participating in External Quality Assurance activity are distributed to the ICTC’s staff.

 

1. Participation in proficiency testing: A panel of test sera are received from NRL by the SRL biannually, processed according to guidelines. Results are dispatched to National Reference Laboratory. The Test sera are distributed to the Linked (ICTS’s) of the state to be tested in the ICTC’s and results dispatched to SRL. The test results are seen and report made & send to NRL (NCDC, New Delhi).

1. Conducting Reverse EQAS: Reverse EQAS is practiced quarterly every year with 5% of Negative sample & all positive samples collected in ICTC’s in the 1st week of each quarter (Jan, April, July, October). Samples received in SRL, retested & report and comments dispatched to ICTC’s & NRL.

 

1. Trouble Shooting: Any samples while testing at the ICTC’s if is given as indeterminate, it is bought to the SRL for further testing. All discordant samples or kits not functioning well are brought to the notice of the SRL and the problem solved accordingly.

1. Testing Site for HIV Sentinel Surveillance in the State: HSS conducted at the state level at Sentinel Surveillance Sites every year for lifting of sera samples. The sera samples are send weekly by Sentinel Sites to SRL (051) for testing & dispatching the results on-line to the Regional Institute, PGI, Chandigarh.
